Description
This costume is not a ‘Wizard of Oz’ licensed product but looks more like the screen worn dress. It includes a straight black dress with a short stand-up collar and puff top sleeve. The belt has a little ruffle on the lower side so it brings in the waist as well as ads a bit of detailing. To finish off the look, you will find a lightweight cape that billows in the wind and a hat with a sheer scarf. It’s your choice to wrap the scarf around the crown with a small half knot in the back, or tie in a big bow and place where you find it most attractive, or just tie a knot in the center and pin to the back of the hat for longer, flowier drapes.
*Hint* Use a safety pin from the inside to secure the band where you like it.
